I was interested in using college sports logos on a game to sell, do you need a licensing agreement of some sort to do this?

The answer is yes. You do not have rights in the trademarks which most collegiate logos represent. You may also find that it is cost prohibitive to do so; for example, Notre Dame or USC for a football oriented game will cost you a fortune.
