Legal Question in Employment Law in Florida

Retroactive

The company that I work for put a freez on raise and hiring. They have recently lifted the freeze. I was due for a raise in 1/03, but the company sent an email to everyone in the company, that we would have to wait six months after their anniversary date. They are not going retoractive the raise. Can they do that?
