transfer denials in the USPS

My wife has been trying to get an ereassignment from the post office for the last two years. She has been denied for silly reasons,such as poor attendance and and accident.Her attendance is not poor and she had to have at least two accidents to be denied her transfer. After the denials she was supposed to recieve a letter in each instance explaining why her request for transfer was denied. she only recieved one after she filed a grivance. I think that she is being discrimated against. What are my options If any thanks

As a postal worker she may be part of a union and she should contact her union rep. There are contracts that govern this issue.
