Legal Question in Landlord & Tenant Law in Florida

I have been helping a gentlemen, Rib, for the past five years. He sustained a closed head injury with moderate disabilities.. He was finally ready to live a more independent lifestyle so I got him a room to rent from another gentlemen close to his age. Apparently Rob annoyed the gentlemen with minor incidences like not the toilet lid, mistakenly using his mouthwash, etc. The "landlord/roommate....kicked him out about 20 days into the lease . This triggered a major emotional upset and my friend is now hospitalized for psychiatric treatment. The landlord was told by the police, he did not have e any right to do this and was advised to go through proper eviction proceedings. Rob continues to remain hospitalized and the land Lord has since reported changing the locks. Is this grounds for a civil suit?
