Can a landlord charge me a returned check fee if I havent received the security deposit check in the mail?

The two issues really have nothing to do with one another. If the check you wrote was returned then you will likely owe fees pursuant to the lease agreement, or Florida Statute. The issue with the security deposit is separate from that.
