A landlord cannot cut off your utilities. This is called constructive or self help eviction and it is against the law. Contact the Jacksonville Code Enforcement at 117 W. Duval Streeet, Ste 280 , 630-4955 if you are in Duval County, and request that they contact your landlord and explain that their action is illegal and violates the Jacksonville Housing Code. File a lawsuit against your landlord in Small Claims court for damages and an Injunction to allow you to lawfully remain in the rental unit until a legal eviction has taken place.
