Legal Question in Landlord & Tenant Law in Florida

the property manager for a home we have rented for 44 mths has, harassed (more than40 phone calls-email-text in one weekend telling us to get out although we were paid and had first last and security), moved and gave no address to mail the rent then tried to evict us for non pay, caused us attorney fees to fight the unjust eviction attempt, is withholding our security for damages that were existing and that she withheld the prior tenants security deposit for and never repaired (have stmts from that tenant), refuses to say which institution our deposit is in, and now will not respond to our demands for the deposit back. isn't there some kind of ethical law that governs realtors from acting in this manor??
