Legal Question in Landlord & Tenant Law in Florida

i recently moved out of an apartment an paid $450 in pet deposits. I recieved a bill for damages of $600 worth of damages, i was fine paying the deposits incase of damages which i knew their would be but why do my pet deposits not apply to any of these damages. Are they allowed just to keep my deposits and not apply them to my damages

A pet deposit is a refundable deposit towards damage to the apartment caused by your pets. If there was $600 worth of damage the $450 pet deposit as well as $150 of any security deposit you may have paid should be applied to the damage and the remainder should be returned to you. If you did not pay a security deposit you would owe $150.
