When sending a notice to landlord to Reduce rent due to statue 83.51 or material provisions of the rental agreement.
The dwelling is tentantable but landlord violation has not been remedied
How does one determine "the proportion to the loss of rental value caused by non compliance?"

The procedure to follow is in FS 83.60. It would seem initially, you can make the decision or pay the rent into court.
