Situation: Person A tells Person B that he is concerned that Person C has committed slander. Person A tells Person B that he wants this to be investigated. Person B repeatedly tells Person A to not take any action on this, and to not say anything else about this, or there will be consequences.

Question: Does this constitute an illegal action as defined by 18 U.S.C. ยง 1512 (d) (4)?
