do i need legal paperwork for others to take my daughter to the emergency room

If it's something life-threatening, anyone can take your daughter to the ER and she'll get treated. For non-life-threatening illnesses or injuries, the person taking your daughter to the ER should have a power of attorney and a copy of your health insurance card.
