The mere fact that damage occurred in a roundabout does not make a municipality or other governmental entity liable. There has to be some negligence on their part to make them liable. Your question does not provide enough facts to allow for a very meaningful answer. You may want to re-submit the question with details as to the nature of the damage and what specifically there was about the roundabout that you believe caused the damage.
