break away from homeowners association

i live in a subdivision Community in Westchester Country Club. The people of our community are very divided about a dog issue. There are 280 homes in our development .The front part of our community was built years before the back section. To make a long story short we would like to break away from the front sections community association and create our own association as we do not have any problems in the newer section. Is that possible? Eileen
