Legal Question in Real Estate Law in Florida

If a homeowners association is attempting to add a special assessment to only select homeowners, is this legal and do I have any grounds to fight it? The association is attempting to get only homeowners that live on the retention pond to pay for additional maintenance to the pond as per the HOA, we are the only ones that are affected. I would like to find out if an HOA is able to only legally assess some properties based on location within a subdivision (with a vote of only these select homeowners approval) or if all homeowners would be required to be assessed.
