I jointly own a property in Florida but the co owner has not supported the property financially or occupied the house for over 2 years. How can I re-title the property cheaply?

Re-title possibly. Cheaply no.

Unless the co-owner cooperates or passes away before you do, you have only one choice but to go to court for a partition suit.
