Legal Answer

In certain circumstances, yes. The landlord can refuse to rent to anyone under 18 because a contract with a minor is not enforceable by the landlord. The landlord may not rent to anyone under 55 if the property is in a 55+ deed restricted community. There may be other circumstances where it is legal as well which are not coming immediately to my mind.
