Is a lease for a condo rental legally binding if only one copy of the lease is signed ,and the place for the notary to fill out is stamped before-hand ,but the date and everything else is left blank

Not quite sure what you mean, but if the document is signed by both parties and all the major details are there, it is binding. you should have an attorney review it if there is a concern. notarization is not required on a lease. everything else being left blank is confusing. if the terms are not there it may not be a binding contract.
