traffic citattion

can i be issued a ticket cause another driver blinded me with their bright lights so i slowed down and they rear ended me i didnt hit my brakes i just let off my gas i was going 5 mph under posted speed limit

It is a defensible citation and it does not appear that you failed to use due care or were too slow for the conditions. Consult an attorney.
