Can my mom put all 3 of her children as executors of her estate so all of us have equal say?

She can but it will be a big mess. Ask her to appoint an attorney to do so. That way all of you will be treated fairly and equally.

Yes. But I won't recommend it. You may be asking for problems. Appointing Co-PR's is difficult enough. Three's a crowd.

Yes, she can. There are risks, but it may be best if the family dynamics are such that having one family member would be a problem.
