Release of biopsies of deceased

My husband, who is 45 yrs old just recently found out through DNA testing that the man he thought was his father is not his biological father. We have learned since learned who is real father was but he is already deceased. My husband wanted the medical information on his real father because he and also my daughter have strange medical conditions that seem to baffle our doctors. Is there any legal ground for us to stand on to get a medical release of records? This man had no living descendants, actually no living relatives at all. He lft his power of attorney to a longtime friend which has no interest in giving us this release for fear that we would try to challange the will. All we want is medical information and to be able to do DNA testing against a surviving biopsy. Any help would be appreciated!

these records are available through subpoena and i would assume that the family would have no problem releasing them voluntarily since he is deceased...seek counsel if it becomes too bothersome
