Settlement of what? You may owe SSD reimbursement.

You are collecting an income. It is necessary that you sign the W-9. You may or may not owe taxes on it. It will depend on the amount and what your deductions would be.

You don't say what kind of disbursement but the payer needs to properly account for the distribution on their end. How it impacts you depends on what it is for and under what circumstances are you getting the disbursement. How that will affect your SSD cannot be answered without knowing the other information.
