Legal Question in Business Law in Georgia

Because of lack of work, I will be laid off from an international company. Because of my length of employment my severance will be substantial (about 6 months pay). HR informed me that if they offer a job and I refuse to accept it, i will forfeit that severance. They offered a job that is about 35% lower than my current salary and at a location that would force me to move. Are they within their legal grounds to force such a job with

this loss of severance? They are an international company.

There is no general legal right to any severance. Since no one here has the documentation for your benefits, it is impossible to answer. Moreover, there is no way to know if a law in another country applies. Otherwise, whether or not you have a contractual right to the payment, their position makes common and business sense.
