I paid off a car loan a few months ago. I called my credit union to inquire about the whereabouts of the car title.

I was informed that they would not release my car title until I paid off a credit card I defaulted on after loosing my job. They've already discharged the balance on the credit card. The credit card account was opened prior to my getting the car loan and unsecured.

Can a lender refuse to relinquish my car title due to an unrelated, unsecure debt?

Probably, as your credit union car loan probably had a cross-collaterization clause that would tie the two accounts together. This is something you needed to watch for when you got the car loan and cannot be fixed after the fact.
