Can a debt collection agency garnish my checking account without the bank or them contacting me first?

Of course (assuming they have a judgment), for reasons that are pretty obvious.

First they have to sue you and get a judgment. Then, they don't have to notify anybody. They can just serve the bank with the garnishment and your account is frozen, up to the amount they are claiming.
