Legal Question in Criminal Law in Georgia

I had an altercation 5 months ago, the parties involved 2 men initially filed misdemeanor assault charges, when I was summoned to the hearing they were no shows and the judge dismissed. Now these two men have been blackmailng me with the incident which was video recorded. Can they refile charges or send the tape to a prosecutor and they pursue charges or bump new charges into a felony. The tape is dark and not very clear by the way.
