Can You sue for Bias-based policing? If so, what are the grounds based upon and what type of lawyer should we use?

You can sue for anything. Note there is no such thing as a suit for bias-based policing, so you may be liable for attorneys fees and damages if your suit is deemed frivolous.

If you feel you have been injured by the acts of an officer, talk to a lawyer to determine if the conduct is actionable. The type lawyer would depend on what he did (and you did not tell us that).
