Legal Question in Environmental Law in Georgia

Is it illegal for a neighbor to "crack" a whip just down the street from where I live? I can hear it from where I live several houses down and it's very disturbing.

I would start by politely asking your neighbor to stop cracking the whip, that it's disturbing you. If your neighbor refuses, you are free to call the police, who will have to make a judgment call on whether the motion, noise, and frequency of cracking the whip is perhaps intimidation, brandishment of a weapon, a nuisance, or disturbing the peace. The police may feel that they have bigger issues to resolve and take no action, so you should be prepared for that possibility too.
