Legal Question in Family Law in Georgia

My brother is in the army and has two children with a woman he is currently divorcing. She is an unfit parent and has left her children in his care, my care, and my mother's care several times in the last four years. Recently stated she did not want to be a mother or wife and left her children. She had done unrepairable emotional damage to her oldest child who is four. Now she wants to come and collect her children from my brother and take them to Washington state, with no clear place to live and no job. And expects my brother to pay for everything. She has domestic violence charges as well as a drug charge. Is there anything my brother can do to stop her from taking the children

He should be asking his lawyer (and if he does not have one with these facts, he has made a horrible decision he needs to immediately fix, as a lawyer will be the difference between disaster and a chance at improving the outcome).
