In Georgia if a parent has only paid the monthly health insurance premium for a child for the last year can that be considered criminal child abandonment?

If he/she is providing health insurance, it can be taken into consideration as support. Abandonment means no support for 30 days. If you are not receiving support and are not residing with the other parent, I suggest you go to Child Support Enforcement and initiate a child support case.
