Legal Question in Family Law in Georgia

I live in Georgia. I will try to make this as short as possible. My 29 year old cousin had her third child a week and a half ago. The next day she had a seizure and a stroke. Her husband is the point of contact as far as medical needs. He is not making himself available to the doctors and staff. He will not do what the doctors suggest. They are documenting how he is being uncooperative. Her mother is there every day. He at one point tried to keep her mother away from her daughter. I know he is her husband but is there any way the decisions for the well being of my cousin be turned over to her mother?
