I recently moved from California to Duluth, GA after my daughters mother recently moved from California to DouglasVille, GA but I am trying to go about getting my name on her birth certificate, on also get her last name changed to my last name

In Georgia you have no legal rights until you file to legitimate and in the petition you can ask for visitation rights. The mother has the right to request a DNA and ask for child support. I suggest you speak with an attorney and not try this on your own.
