Legal Question in Civil Litigation in Georgia

When does the purchase of a new car become complete? I have always heard that the buyer has to take possession of the vehicle and drive it off the lot but I am being told now that when the paperwork is signed, the deal is complete even though possession of the vehicle never changed.
