airport would not let friend back into the U.S.

I have a friend that is from Pakistan. His twin brother flew back to the U.S. to come visit and when he got here they would not let him back in. My friend waited for his brother for 4 hours and then found out that his twin was being deporting back to the Pakistan. They said that because he was just here in January that they could and would not let him back in. His brother told him that they questioned him and asked for names and phone #'s of friends in the U.S. before they made him go back to Pakistan. My friend felt that he was sent back because he was from Pakistan. Can you please clear up this for me because I need to know whether or not his brother was really deported for racism or because legally he was not allowed to come back into the states. This occured at the Atlanta Airport this weekend. I am wondering if the 2 women were really doing their jobs or were they letting their personal feeling get in the way of justice.

The sole issue of one applying for a visitor visa (my assumption) is whether the person intends to stay temporarily. Just having visited in January and having a brother here on top of being from Pakistan together collectively warranted a denial in their minds. Better to get evidence of foreign ties next time.
