Legal Question in Immigration Law in Georgia

Can a person under the age of eighteen who is not a legal US citizen leave the US and return to their home country without consent from their parents? I know someone who is 15 and was brought to the US by her father, who has remarried and become a legal citizen in the state of Georgia. Her mother is still living in her home country (Columbia), and she wishes to return to her country to be with her mother, but her father will not give her permission to get on a plane and fly there. My question is, since she is not technically a US citizen, do the laws still apply that she would not be able to return to her country without her father's consent because she is underage, or would her mother's consent be sufficient?

A 15 year old cannot make any legal decisions without a parent going to court on her behalf, so the answer is no.
