I was given a separation notice from my manager when I was fired, my employer is appealing my Unemployment and now have a different separation notice filled out by another manager, my question is can they do this and can I use this in my hearing

Yes you can use this in your unemployment hearing to show that the employer has given shifting reasons for your termination and therefore neither reason is worthy of credibility. The question you would ask him at the hearing is "Were you lying then, or are you lying now?"
