Legal Question in Landlord & Tenant Law in Georgia

I was allowing a friend to stay at my home if he helps with bills. He moved he stuff in, started receiving mail, but is under no lease or contract with either me or the property owner. he never helped with bills and started using my house as storage so I asked him to leave and he won't. Now he ignores me and still won't clean up his stuff or look for a place to go. Can I have him removed or do I have to go through and eviction process and pay the state/city/county a bunch of money to get him out?

From your post, you let hi move in, it was his residence and now you have to follow the eviction process. It is not a significant amount of money, but if you don't follow the procedures to the letter you have to start over. There are some firms in metro Atlanta who do many of these and they are not too expensive, or you can try it yourself.
