You posted in a part of Law Guru that deals with legal malpractice, so unfortunately, most lawyers, who may read only certain topics, will miss your post. Absent an employment contract in writing, you have no agreed rate of pay, so your pay can be changed at any time, up or down. Georgia is also an employment at will state, meaning you can be fired without notice for no reason, although if you are leaving anyway, that may not matter. It is however illegal to simply NOT pay you for three weeks. Report that to the state department of labor or sue them in Magistrates (Small Claims) court if they don't rectify that soon.
