Legal Question in Legal Ethics in Georgia

I live in GA. I plead guilty to a charge for marijuana possession about 3 years ago under GA code 16-13-2 "condition discharge"

I was wondering if i am eligible for expungement under the new GA law. as it looks like I am. But i was Denied expungement last week.

It also reads that if I was denied outside of the reasons in the New law They are liable for a lawsuit. Please help
