Legal Question in Military Law in Georgia

Actual rules are not defined and certain patrons are being told that they cannot show cleavage or wear muscle tank tops. Only existing rule states "Appropriate gym attire required" so rules are not clear and certain patrons are told that they cannot wear some items of clothing. I fell discriminated against because at the pool shirts are not worn and cleavage is every where another example is basketball players wear tank tops and if a person is skinny he will be showing his chest but in the weight room you cannot show cleavage or chest and or rib areas.
