People can sue for anything. Since you posted no facts as to why the city, or anyone else, should be liable for your injuries, the validity of a lawsuit is anyone's guess.

I am sorry to hear about your injury. I would need to know more facts in order to tell you whether you can recover. Under certain circumstances you will be able to recover from the city. There is also a requirment that you send an Anti Litem notice with the statutory period. This gives the City notice of your claim.
