If Policy Holder dies?

If I have an insurance claim against an insurance and the policy holder dies before he claim is settled do I still have a cliam?

Your claim is now against the policyholder's estate. The insurance coverage still applies.

If I understand your question correctly. You have a claim (is it a personal injury claim) against an individual who has died? If this is the case, then you would still be able to pursue your claim against the individual's estate. The insurance company for the deceased individual would still be responsible for paying the claim.
