I need guidance in what to submit to a local newspaper to locate an ex spouse regarding signing at a closing of property which also bears his name.

That is not how you would proceed. If there is a document that must be signed, you will need a lawyer and probably have to file a quiet title action in superior court. That will take a good while, so I hope the closing is not soon.
