Legal Question in Traffic Law in Georgia

My friend who has never had a driver's license recently found out someone used his name and SSN when they were given a traffic ticket. Initially he called the DMV in NC where the ticket was issued and where he has never driven, and was told the ticket would be $50. Instead of challenging the charge and in order to speed up the process of clearing up the ticket he sent in a money order for $50. He then received the money order back with a letter saying the total is almost $400 because of fees and failure to appear. This ticket if from 2005 and is preventing him from getting a license. He believes his uncle used his identity. What are his options?

He really has only one option -- hire a North Carolina criminal defense attorney (with traffic court expertise) who can try and clear up the situation. Your friend has bigger issues than just the inability to get a driver's license. The failure to appear in court probably lead to an arrest warrant being issued against him in NC.
