Commercial Transportation of Equines for Slaughter

My brother has been given a fine by the USDA. He was hauling horses for slaughter and when he dropped them off at the slaughter house, one of them had a cut on its head. I have asked the USDA for copies of photos and/or any evidence they have against him and they have refused to give the same. My question is, is there any options we have? Other than paying the fine, it seems excessive to me to fine someone for something he had no control over. The USDA continues to tell me that we have 20 days to pay the fine or they will turn it over to their legal counsel who then has the ability to ask for the full $5000 fine. Looking for help. Thank you!

Hello. I gather that USDA has an

appeal process. I would investigate

whether it does. If so, appeal the

fine ruling. You need legal help.

Quite frankly, I believe that USDA

is attempting to take advantage of
