Legal Question in Business Law in Illinois

I'm building a network of small businesses where I will provide them with leads. Do I need to enter into a contract or agreement with all the businesses that agree to be part of this network?

No contract needed, but don't expect to get paid without one. Even better, have the clients get bids through you, pay you via a website, and (per a "click to agree" contract with your referred vendors) take out your percentage and the credit card charges, remitting the remainder to the referred organizations. Make sure referrals are legal for the line of business that you are referring, as well.
