If someone answers a spam E-mail about starting their own internet business, and gets talked into joining something that will cost 6,000 dollars over the next three years ,is this leagally binding?

It may be binding if all of the criteria for a contract are met.

Have you signed anything? If not, has the company given you anything as part of this deal, such as materials to get you started? Have you paid the company anything yet? If not, you can probably get out of this, although you need to provide more details of the exchange so that a proper determination can be made.
