Jail House Medical Bills

PLEASE HELP:My husband was being held in the county jail back in 1993, during his stay there he became ill and was sent to the nurse and doctors there. They could not treat him so they transfered him to a local clinic for treatment. He was transported by county officials to this clinic a few times. And the bills that were incurred due to his treatment were over looked by the county jail and never paid. Now for the past 10 years my husband has been in colletions and did'nt even know. We found out about it just a few weeks ago when I tried to make an appointment for him at this clinic. It shows that he owes money, and they refused to see him untill they get paid. I have contacted the county and was told that the medical serices company that was in there in 1993, is refusing to take resposibillity for this debt. HELP, What can we do?
