Civil suit against neighbor

Someone please help me, give me some suggestions, anything. My neighbor has been harrassing me for years. I have spoke with the police chief, he suggested I document everything and perhaps could have a civil suit against him. We have done everything we can think of to avoid him, but he continually tries to provolk us. We are at our wits end, sincerely. How can one family get away with so much for so many years, I don't understand this. We just want him to leave us alone, that's all we ask. But he won't. What would the requirements/process be for starting a civil suit against him, any suggestions on how to handle this situation. Thank you.

Hello. It sounds as if the best legal remedy would be a lawsuit for intentional infliction of emotional distress. Your posting did not explain

how your neighbor harrasses you. Certainly it would be necessary to determine your damages in advance of filing such a suit. Will be happy to answer any additional questions you may have.
