Can Federal Employees be sued independently

Can a Federal Government employee be named individually in a law suit against a federal agency?

If the federal employee does something to violate another's rights outside his own job duties, then he may be subject to liability. But there are so many jurisdictional questions which cannot be answered based on your inquiry

It depends. The law allows this when the federal employee personally violated a constitutional right (such as for conspiracy to violate a civil right), not when the person was allegedly just doing his or her job.

It depends on the reason for the lawsuit - if he was working outside of his normal job duties then possibly.
