Legal Question in Civil Rights Law in Illinois

Can I sue the State of Illinois for discrimination for denying me a fishing license because of back child support? Or could i sue the state for violating my Constitutional Rights to pursue happiness?

No they have the right to deny you a license if you are a deadbeat payor. The statute specifically provides for that relief.
